Dell will factory install XP if you choose a "Vista Ultimate Bonus" or "Vista Business Bonus" option during configuration. In these cases Dell will install WinXP, and (get this) give you backup media for XP as well as the install disc for Vista.

Check with your preferred pc manufacture to see if they offer the same "downgrade rights".
